YOUTH INTERNATIONAL CHALLENGE CUG- REGULATIONS

  1. 1. Rules

    Youth International Challenge Cup– Regulations

    All matches shall be played in accordance with the Laws of the Game as laid down by the International Football Association Board, as issued by FIFA and in accordance with the rules of the Tournament Committee. The organising committee, FOYO ENTERTAINMENT, shall be responsible for all matters/arrangements in connection with the competition and their decision will be final. The Tournament Director - appointed by FOYO ENTERTAINMENT - has complete authority in all matters relating to the control, operation and progress at the event.

  2. 2. Referees

    All matches will be controlled by referees appointed by the organising committee. The referees will be from the SHANGHAI FA. Referees decisions will be final and must be respected. Please refrain from using bad language at all times.

  3. 3. Teams

    All teams from outside of China must be sanctioned by their National Football Association and be entitled to participate in this tournament. A letter to this effect must be submitted to the Tournament Registrar during team registration which takes places prior to kick off.

  4. 4. Team Manager / Head of Delegation

    Every team must be accompanied by an adult (over 18 years of age and who can speak English) - his name, address and date of birth must be printed clearly on the team’s registration sheet. This adult will be deemed to be the Head of Delegation and he will be responsible for the behaviour of his players, on and off the field of play. He will be responsible for the actions of his team within the sports complex and within all other facilities available to the group. The tournament organisers require supervisors/coaches at a ratio of 1 adult per 5 players each team entered.

  5. 5. Age Categories / Dispensations

    All players must be born in the calendar year 2004 or later. Due to different deadlines - set by individual national football associations - the tournament organisers has granted dispensations to each team for 4 players per squad born after 1st September 2003. The 4 players names and dates of birth must be disclosed by 5pm on 20th June 2019.Only 3 will be allowed on the pitch at any one point.

    No exceptions will be granted.

    Prior to the commencement of the tournament, the head of delegation for each team must submit to the tournament registrar a completed registration sheet which must contain the full name, the date of birth and the squad number for every player in the tournament, in addition all players must provide proof of their age and identity is required by the tournament registrar. Passports from country of birth are acceptable.

  6. 6. Duration of Play

    Matches will consist of two halves of 40 minutes each, subject to adverse weather conditions. Please be ready to start your games at the scheduled time and arrive at the allocated pre - match meeting area at least 10 minutes prior to kick off. The official warm up/preparation session will be started 40 minutes before the game. The tournament organising committee has the right to alter the duration of play and the tournament format should a situation arises that make this necessary.

  7. 7. Tournament Format

    The Youth International Challenge Cup will be an 8 team tournament with 2 groups of 4 teams for the group stages. Each team will play 3 group games and 2 additional games (5 games in total). The final positions in the group stages will be determined by the number of points attained. The points system applied will be 3 points for a win, 1 point for a draw and 0 points for a defeat.

    Where teams are level on points in their group the following will apply in this order: -

    Greater number of points obtained in the matches between teams concerned

    Goal difference resulting from the match between team concerned

    Greater number of goals scored in the matches between the teams concerned

    Goal difference in all the matches

    Greater number of goals scored in all the matches

    Fewer score calculated according to the number of yellow cards (1 point each one) and red cards(3 points each one)received in all the matches

    Drawing of lots

    The semi-final games will be decided upon by the final placing of the team after your group games.

    The final and 3rd / 4th place play off will be as follows:

    Winner of Semi Final 1 VS Winner of Semi Final 2 (Final)

    Losing team of Semi Final 1 VS Losing team of Semi Final 2 (3rd / 4th Place)

    The 5th – 8thplace games will be decided upon by the final placing of the team after your group games.

    3rd Group A VS 4thGroup B (Place Game 1)

    4th Group A VS 3rdGroup B (Place Game 2)

    Winner of Place Game 1 VS Winner of Place Game 2 (5th-6th Place)

    Losing Team Place Game 2 VS Losing Team Place Game 1 (7th-8th Place)

    In the event of a draw, 5 penalty kicks (followed by sudden death, if required) will be taken in accordance with the system laid down by the International Football Association Board in order to determine the winners. No extra time will be played in any games.

    Walk Overs

    Should a team fail to fulfil a fixture without a valid excuse, the opposition will be awarded 3 points and the result will be recorded as a 3 - 0 defeat against the offending team. The offending team, unless the Tournament Director deems otherwise, may be disqualified from the tournament. If a team is not on the pitch within 5 minutes of a kick off time, tournament organisers reserve the right to award the game to the opposition.

  8. 8. Team Squads and Substitutions

    6 substitutions are allowed per match. 4 times can be used for substitutions – once in half time for maximize 3 players substitutions and 3 times during game time for maximize 3 players substitutions. All substitutions are permanent and are not roll on / roll off.

  9. 9. Team Gear

    The playing jersey of each player must be numbered and that number must be assigned to the same player for the duration of the tournament. This number must correspond to the players number on the squad sheet. Each team is obliged to bring a second strip of contrasting colour. Each goalkeeper must wear colors that distinguish from the other players, the referee and the assistant referees. If undergarments are worn, the color of the sleeve must be the same main color as the sleeve of the jersey. If undershorts or tights are worn, they must be of the same main color as the shorts. If, in the opinion of the referee, the team colours clash, then the team that is mentioned first in the team programme shall change strip.

  10. 10. Medical Care

    One ambulance equipped with medical equipment will be provided by Committee for the injured.

  11. 11. Security

    Committee shall implement security policy on relative places.

  12. 12. Discipline

    Team managers/coaches should inform their squads prior to the commencement of the tournament that a very high standard of discipline is expected from all involved in the tournament.

    Three yellow cards in the tournament will result in a one match suspension in the next scheduled game.

    Two yellow cards in any one match will result in a one match suspension in the next scheduled game.

    Any red card will result in at least a one match suspension in the next scheduled game.

    The Tournament Director has the right to decide on all other matters and more severe incidents of indiscipline may result in more severe suspensions.

  13. 13. Protests

    The referees decision in all matters concerning points of play shall be final and binding, therefore protests in this area are not accepted. All other protests should be made only in written form by the head of delegation to the Tournament Director no more than 1 hour after the match. The tournament organising committees decision on all protests is final and binding.

  14. 14. Schedule

    The tournament organising committee has the right to alter the competition schedule should unforeseen circumstances arise.

  15. 15. Responsibility/Disclaimer

    It is the responsibility of each team to make sure that adequate insurance cover is provided for their players. The tournament organisers are not responsible for damage to, and loss or theft of possessions or equipment of participants or teams. They are also not responsible for any medical costs of players/staff who have sustained an injury whilst participating in the tournament. The organiser reserve the rights of final explanation to the tournament.

  16. 16. Disclosure

    Please note that all media/photographs of the tournament shall remain the property of the tournament organisers and will/may be used for future promotions. All players names and dates of birth will be made publicly available throughout the tournament unless a team specifically writes (at least 7 days prior to the commencement of the tournament) to the organisers requesting non disclosure of such information.
